China's fossil energy needs to improve the quality and efficiency, so it is particularly important to improve the use of renewable energy. In 2021, China's annual carbon emissions will be about 10.5 billion tons, accounting for about 27% of the global total carbon emissions, ranking first in the world. The per capita carbon emissions are about 7.4 tons per year, 1.6 times of the global per capita carbon emissions. Among them, the top three sectors of carbon emissions are power, industry and transportation industries, accounting for 48%, 36% and 8% respectively. The reason for the high total carbon emissions of these three industries is the need to use a lot of fossil energy as fuel or raw materials. The root of its carbon reduction, on the one hand, requires a clean and efficient use of fossil energy, on the other hand, it needs to improve the use of renewable energy to replace the use of fossil energy to the greatest extent.
Hydrogen energy is the key to solve the problem of large-scale energy storage in the new power systems in the future. It is expected that by 2060, China's installed wind power and photovoltaic power generation will be 12 times and 70 times that of 2020, and the proportion of non-fossil energy will reach 80%. Large-scale grid connection of renewable power will bring great challenges to the security and stability of the grid. It requires energy storage technologies such as hydrogen energy that can provide large-scale and long-cycle energy storage to solve the storage problem of renewable power and the stable supply of power in the grid.
The development of hydrogen energy is an inevitable choice to achieve the dual-carbon goal and ensure the national energy security. China's energy endowment is characterized by "rich in coal, poor in oil and less in gas". The dependence of oil and natural gas is over 70% and 40% respectively. Only through the large-scale development of renewable energy and hydrogen energy as its energy carrier can China's energy demand be solved with its own energy resources. Following the release of the new Energy Law and the Medium-and long-term Development Plan for the Hydrogen Energy Industry (2021-2035), the current development of hydrogen energy has risen to the national strategy, and is regarded as an important component of China's new energy system.
It is suggested that the development of hydrogen energy in Shandong province should follow the two-step route of "industrial byhydrogen and then green hydrogen". In addition, Chai maorong also introduced the layout and development of the national Power Investment hydrogen energy industry, including the construction of the "electric hydrogen system" and the promotion of the localization of key components of hydrogen energy."Electric hydrogen system" is committed to the construction of "power grid", "hydrogen grid" two energy networks, to realize the temporal energy transfer and regional balance. In terms of localization, the whole product has achieved self-sufficiency from materials to components, including catalyst, proton exchange membrane, carbon paper / gas diffusion layer, metal plate, film electrode, electrolytic cell and fuel cell. At present, on the basis of independent and controllable technology and production, the State Power Investment Yellow River Basin hydrogen energy industrial base has been established, covering the key technology research and development and product production of power generation, vehicle and air-cooled fuel cells, and promoting the implementation of several projects into thousands of hydrogen, integration of landscape hydrogen storage and hydrogen storage, and hydrogen energy transportation.
