Notice of the National Development and Reform Commission

Development and Reform Commissions, Industry and Information Technology Departments, and Energy Bureaus of all provinces, autonomous regions, and municipalities directly under the Central Government:

To implement the decisions and arrangements of the Party Central Committee and the State Council, actively and steadily advance carbon peaking and carbon neutrality, accelerate the comprehensive green transformation of economic and social development, support qualified regions in taking the lead in building a number of zero-carbon parks, gradually improve relevant planning and design, technical equipment, business models, and management norms, promote the low-carbon and zero-carbon transformation of various parks in a planned and step-by-step manner, help parks and enterprises reduce carbon emissions and increase efficiency, and provide solid and powerful support for achieving the goals of carbon peaking and carbon neutrality. Now, the relevant matters concerning the construction of zero-carbon parks are notified as follows:

I. Key Tasks

(1) Accelerate the transformation of energy consumption structure in parks. Strengthen the development and utilization of renewable energy in and around parks, support the matching and connection between parks and surrounding non-fossil energy power generation resources, scientifically allocate regulatory resources such as energy storage, develop green power direct supply modes such as green power direct connection and new energy 就近 access to incremental distribution networks according to local conditions, encourage participation in green certificate and green power transactions, and explore hydrogen-electricity coupling development and utilization modes. Promote parks to actively utilize thermal energy resources such as biomass energy, nuclear energy, solar thermal energy, geothermal energy, and industrial waste heat to achieve clean and low-carbon heating systems. Explore the replacement of fossil fuels and raw materials with hydrogen energy and biomass.

(2) Vigorously promote energy conservation and carbon reduction in parks. Promote parks to establish energy consumption and carbon emission management systems, in-depth promote enterprise energy efficiency and carbon efficiency diagnosis and evaluation, strengthen energy conservation supervision and daily management of key energy-using equipment, and eliminate backward production capacity, backward technologies, and backward product equipment. Support enterprises to benchmark against the benchmark level and advanced level, implement energy conservation and carbon reduction transformations and update energy-using equipment, and encourage enterprises to build factories with extreme energy efficiency and zero-carbon factories.

(3) Adjust and optimize the industrial structure of parks. Encourage parks to accelerate the optimization and adjustment of their own industrial structure, layout and develop emerging industries with low energy consumption, low pollution, and high added value, and explore the "green manufacturing with green energy" mode of producing green products with green energy. Support energy-intensive industries to transfer and gather in an orderly manner to parks with available resources, guaranteed energy, and environmental capacity, and explore in-depth carbon reduction paths.

(4) Strengthen resource conservation and intensive utilization in parks. Overall plan the spatial layout of parks and enterprises, improve the intensive utilization level of land resources, and promote cascade utilization of energy and recycling of water resources. Improve the waste recycling network in parks, and promote the resource utilization of industrial solid waste, waste pressure, waste heat, waste cold, waste gas, waste liquid, and waste residue.

(5) Improve and upgrade park infrastructure. Optimize the planning and design of park infrastructure, and systematically promote the construction and transformation of infrastructure such as electricity, heat, gas, hydrogen energy, water supply and drainage, and pollution control. Promote the design and construction of new buildings in accordance with the standards of ultra-low energy consumption buildings and near-zero energy consumption buildings. Improve green transportation infrastructure in parks and accelerate the replacement of transportation tools with low-carbon and zero-carbon ones.

(6) Strengthen the application of advanced and applicable technologies. Support parks to carry out in-depth cooperation with enterprises, universities, and research institutions, strengthen the transformation and application of scientific and technological achievements, explore mechanisms for in-depth integration of green and low-carbon technology research and development and industrial development, create demonstration application scenarios around advanced and applicable technologies for low-carbon, zero-carbon, and negative-carbon, and form technically feasible solutions with commercial value.

(7) Improve the energy and carbon management capabilities of parks. Support parks to build energy and carbon management platforms covering major energy-using enterprises, strengthen the monitoring, forecasting, and allocation capabilities of energy consumption loads in parks and enterprises, and provide support for work such as carbon emission accounting, source-network matching and regulation, power demand side management, multi-energy synergy and complementarity, and efficient recycling of resources.

(8) Support parks to strengthen reform and innovation. Support local governments, park enterprises, power generation enterprises, power grid enterprises, comprehensive energy service providers and other entities to participate in the construction of zero-carbon parks, and explore path modes around the realization of high-proportion renewable energy supply and consumption. Encourage qualified parks to participate in the power market in the form of virtual power plants (load aggregators) to improve resource allocation efficiency and power system stability.

II. Safeguard Measures

The National Development and Reform Commission will coordinate the use of existing funding channels to support the construction of zero-carbon parks, encourage all regions to provide financial support for the construction of zero-carbon parks, and support eligible projects through special bonds of local governments. Policy banks are encouraged to provide medium- and long-term credit support for eligible projects. Support eligible enterprises to issue bonds for the construction of zero-carbon parks. Support parks to introduce external talents, technologies, and professional institutions to serve enterprises in energy conservation and carbon reduction transformation, carbon emission accounting management, product carbon footprint certification, etc. Explore the implementation of a "one-window" approval system for multi-energy complementary and multi-energy co-supply projects in zero-carbon parks. Strengthen the guarantee of energy-using elements, innovate the modes of energy conservation review and carbon emission evaluation within zero-carbon parks, and explore the implementation of regional approval or project filing. Strengthen the guarantee of land and sea use elements for new parks, new energy power sources, power supply facilities, etc.

III. Organization and Implementation

(1) Strengthen overall coordination. The National Development and Reform Commission will coordinate the promotion of zero-carbon park construction, continue to deepen reform and innovation in related fields, and provide active support for zero-carbon park construction in terms of pilot exploration, project construction, and fund arrangement. The Ministry of Industry and Information Technology will guide all regions to promote the low-carbon transformation of industrial parks and promote the construction of zero-carbon parks in industrial parks with conditions. The National Energy Administration will guide all regions to strengthen the construction and reform innovation of the green energy supply system for zero-carbon parks and promote the reform of park energy supply and consumption modes. The development and reform commissions of all regions should work with the local industry and information technology, energy authorities, etc., to implement the work in light of actual conditions.

(2) Organize park applications. On the basis of comprehensively considering factors such as energy endowment, industrial foundation, reliable power supply, and carbon reduction potential, the development and reform commissions of all regions should work with the local industry and information technology, energy authorities, etc., to recommend qualified and willing parks to build national-level zero-carbon parks (see Annex 1 for basic conditions), and guide parks to comprehensively analyze project feasibility, calculate economic, environmental, and social benefits, and prepare application documents as required (see Annex 2 for the outline). The number of recommended parks in each region shall not exceed 2, and the list of recommended parks and construction plans shall be submitted to the National Development and Reform Commission (Department of Resources Conservation and Environmental Protection) by August 22.

(3) Carry out solid construction. The National Development and Reform Commission, together with relevant parties, will review the construction plans of the parks recommended by localities, and determine the list of the first batch of national-level zero-carbon parks to be built, taking into account factors such as industrial representativeness, comprehensive demonstration, and carbon emission reduction potential. For parks included in the construction list, the development and reform commissions of all regions should strengthen work guidance and coordinate to solve difficulties and problems. All regions may carry out the construction of provincial-level zero-carbon parks in light of actual conditions.

(4) Strengthen evaluation and summary. After the completion of the construction period of national-level zero-carbon parks, the provincial development and reform commissions will organize self-evaluation. Those that meet the requirements of self-evaluation will be evaluated and accepted by the National Development and Reform Commission organizing relevant departments and units (see Annex 3 for the indicator system), and the parks that pass the evaluation and acceptance will officially become national-level zero-carbon parks. The development and reform commissions of all regions should work with relevant parties to keep abreast of the progress of zero-carbon park construction in their regions, sort out and summarize experiences, and explore useful experiences for low-carbon transformation of relevant industries, regions, and other parks.
